We are taught to be grateful but gratitude is often based on comparisons. For example, to be grateful that I am not homeless compares my situation with one currently less fortunate than I. It suggests that the differences are due to circumstances beyond my control such as fate or the hand of God. If I am grateful that I am not homeless I can also be resentful that I don't have a palatial estate.
On the other hand, "when I consider the stars," when I APPRECIATE the people and things in my life I am acknowledging what they mean to me, not in terms of others, but in my own terms. Appreciation allows me to make changes in my world. I "appreciate" my house and at the same time work so that NO ONE will be homeless.
